Consular Services
The consular services system is a platform for providing citizens with all consular services in various fields such as passport procedures, civil registration procedures, consular and judicial support procedures, drawing up powers of attorney, document authentication, etc. The stages of this process begin with creating an electronic file (profile), and are carried out by filling out the requested service forms, uploading images of the relevant documents, and sending them to the relevant mission.
Due to security considerations and compliance with the protection of applicants’ confidential information, feedback, notifications, and the reflection of application results are provided only by sending an automatic email to the relevant person. Therefore, once the completed application is submitted, no information or record remains in the system, and any correction or completion of the application information can be made only by contacting the mission specified in the application.
The use of official documents issued by the official authorities of one country in another country requires their authentication by the embassies of one or both countries. Accordingly, before submitting and using various educational, health, commercial, financial, etc. documents issued by our country’s official authorities in the country of residence, or vice versa, citizens must have these documents authenticated at the Ministry of Foreign Affairs or at the missions of the Islamic Republic of Iran abroad.
Therefore, citizens can use the services of the document authentication section, fill out the forms, upload the required documents and send them to the relevant mission, and at the same time apply in person (carrying the tracking code received by email) to make their documents valid for submission to another country.
Passport
A passport is the most important official identity document issued by states for their citizens and which they allow them to use to travel between other countries. A passport identifies the holder and guarantees the safety and rights of a country’s citizens in the territories of other countries.
According to the country’s current laws, the issuance of passports for Iranians residing abroad is the responsibility of the Ministry of Foreign Affairs, and this process is carried out by the missions of the Islamic Republic of Iran abroad.
Passport application and issuance are based on one of the following reasons:
- Expiration of passport validity (persons whose passport validity is 6 months or less)
- Filling of passport pages
- Change of first name, surname, or date of birth based on the Iranian national ID card
- Change of the residence address of citizens residing abroad as recorded in the passport
Passport applicants, after creating an electronic file, filling out the passport application form, uploading images of the required documents, and sending them to the relevant mission, must apply in person (together with the tracking code received by email) to complete the document issuance and delivery stages and receive their passports.
Civil Registration and Civil Status Procedures
Based on Article 1001 of the Civil Code, Articles 12, 22, 13, 31, and 43 of the Civil Registration Law, Article 5(f) of the Vienna Convention on Consular Relations, and Article 2(6) of the Ministry of Foreign Affairs Duties Law, the performance of all the following procedures is the responsibility of the missions of the Islamic Republic of Iran (Ministry of Foreign Affairs – Civil Registration and Civil Status Administration).
Summary of the procedures under the responsibility of the Civil Registration and Civil Status Administration:
- Birth registration and issuance of a national ID card
- Marriage registration and issuance of a marriage certificate and marriage booklet
- Divorce registration and issuance of a divorce certificate
- Translation and authentication of a death certificate
Applicants who wish to receive these services must also, after creating an electronic file, filling out the application form, uploading images of the required documents, and sending them to the relevant mission, apply in person (together with the tracking code received by email) to complete the application stages and receive the service they request.
Education and Training Documents
In order to benefit from student facilities, all students, as well as other Iranian citizens who need foreign education and training documents and certificates to be authenticated by the missions of the Islamic Republic of Iran abroad so that they can be submitted to the competent authorities in the country, must first create an education and training file in this system, and then upload the requested documents and certificates to the system in the education and training document authentication section.
Iranian citizens’ education and training documents and certificates, including student status, higher education, and graduation (registration in foreign schools, education period, study process, transcripts, tuition and education expenses, academic achievement, diploma, and also any document or certificate related to the education completion document issued by the competent authority of a university or educational institution abroad), after ensuring their authenticity and that they belong to the holder, are authenticated online through the system only by the consular officer at the missions.
Apostille
An apostille is an international document authentication method that confirms the authenticity of official documents and papers of other countries, such as birth certificates, marriage booklets, death certificates, or court decisions. An apostille annotation is usually added to local documents and authentications to give these documents international validity. Most countries in the world have recognized this convention, and any certificate, document, or paper issued in other countries party to this convention and bearing an apostille stamp is acceptable in other member countries. Documents and papers authenticated through an apostille do not need to be legally authenticated again.
The apostille stamp can be used for all kinds of documents such as certificates, statutes, minutes, marriage and divorce documents, death certificates, court decisions, and similar documents.
