Approval of Peace Roadmap with PKK in Turkish Parliament Commission
The Turkish Parliament’s Special Commission approved a report on peace with the Kurdistan Workers’ Party (PKK) with a majority vote. The 60-page report, which was adopted with 47 votes in favor, 2 against, and 1 abstention, calls for the implementation of legal reforms concurrently with the disarmament of the group.
The report, serving as a roadmap, proposes the establishment of a temporary legal framework and the appointment of a special monitor to oversee the simultaneous implementation of reforms and disarmament. It also emphasizes the necessity of harmonizing Turkish laws with the rulings of the European Court of Human Rights and the Constitutional Court to prevent any perception of a general amnesty.
The main objectives of this plan are stated as ridding Turkey of terrorism and strengthening democracy. The report stresses that political parties must take reciprocal and coordinated steps on the path to reforms and disarmament, and that the implementation of legal reforms is linked to progress in the PKK’s disarmament process.
This development occurs as the PKK, after decades of conflict, halted its attacks last year and announced its intention to dissolve. The group has called on Ankara to amend laws to pave the way for the political participation of its members.
