Deadly Grand Kartal Hotel Fire in Turkey Reaches Judicial Phase
The Republic Prosecutor’s Office in Bolu, Turkey, has advanced the case regarding the Grand Kartal Hotel fire by issuing an indictment against 32 individuals. The incident, which occurred on January 21 of this year, resulted in 78 deaths and 133 injuries.
According to the indictment, 13 defendants—including the hotel owners, senior managers, and some Bolu municipal officials—are being prosecuted for “killing with probable intent and intentional injury.” A total prison sentence of up to 1,998 years has been requested for this group. The second group of defendants consists of 19 people, including the hotel’s technical staff, inspectors, and safety officials, who face charges of “conscious negligence” and could receive prison sentences of up to 22 years and 6 months.

Expert investigations indicate that the fire started in the hotel’s kitchen due to a technical malfunction in an electric grill. Factors such as the presence of flammable materials in the building’s structure, deficiencies in the fire suppression systems, and insufficient staff training contributed to the rapid spread of the flames. The final report notes that the hotel lacked an automatic fire alarm system and that the emergency evacuation plan was not properly executed.
Among the defendants, some family members of the hotel owner claimed they were not involved in the daily management of the hotel. Meanwhile, some employees stated they had not received adequate training to handle such emergencies.
Turkey’s Minister of Justice announced in a statement that the case will continue to be pursued with utmost diligence. The case has been referred to the Bolu High Criminal Court, and proceedings are ongoing. Investigations into the potential responsibility of certain government agencies are also continuing.
This disaster, which took place in the Kartalkaya ski resort area of Bolu, is considered one of the deadliest fires in Turkey’s recent history. The Grand Kartal Hotel was a prominent tourist accommodation in the region, hosting a large number of domestic and international visitors.
